The Commerce Committee's sub-committee on Health and Environment held hearings on the MiCASA bill on March 12th 1998. Over 300 people came to support the bill, so the Committee had to set up an overflow room with TV connections to the main hearing room. In addition to ADAPT, numerous national disability organizations were in attendance to show their support. Speaker Newt Gingrich and Congressman Dick Gephart spoke first. Mike Auberger testified for ADAPT, Justin Dart spoke in support as well, as did Carol Hughes, Chairperson of Gingrich's District Disability Task Force. In addition federal and state officials testified and most were very positive. Speaking against MiCASA were Polly Spare, President of Voice of the Retarded (the pro-large institution parents organization) and Victoria Brown of National Alliance of the Disabled (a disability group of that time.)
In addition to the crowds that attended in support of MiCASA, people from all over the nation sent in written comments in support. Some of course were long and involved, others simply stated how community attendant services enabled people to live free.
The hearing was both a beautiful show of support for consumer controlled community attendant services based on functional need, but also a snap shot of the long way Congress has to go to understand disability issues from an enlightened perspective.

Testimony HR 2020 I came to America in 1975 most of the members of my family were killed in the Vietnam war. I was sponsored by a church and worked in Boulder, Colorado assembling electronic equipment. One day in 1978 I heard a voice of an old man telling me to walk in front of cars, a dragon came out of the walls, and a lion came out of the light fixtures, electricity leaked out of the outlets and turned into serpents. I spent the next 10 years in a hospital, nursing home, and the last 6 months confined to a room. In 1988 I moved into my own apartment with attendants to help make sure I take my medication, now I am ok. Support HR 2020 to ensure everyone has a right to live in their own home. TESTINOMY HR2020 I WENT INTO A NURSING HOME WHENN I WAS 14 YEARS OLD. I REMAINED THERE FOR 43 YEARS. THEY TIED ME IN BED IN A STRAIGHT JACKET. THEY HIT ME ON MY HEAD WITH A SOAP IN A SOCK, SO IT DIDN'T LEAVE MARKS. I HAVE LIVED IN MY OWN APARTMENT WITH ATTENDANTS HELPING ME FOR OVER 20 YEARS. I WOULD RATHER BE DEAD THAN GO BACK TO A NURSING HOME. PLEASE SUPPORT HR2020 SO EVERY DISABLED PERSON CAN CHOOSE IF THEY WANT TO LIVE IN THEIR OWN HOME. Testimony HR 2020 When I was younger, I lived at Ridge-Home, which was a Nursing Home for people who Doctors thought society would not except. I lived there for over 5 years. Then I was put in Heritage House Nursing Home for 4 more years. I did not like these Nursing Homes, I had to fight to get any care at all, at times there was not enough Doctors for all of us, so many times I would get the wrong medication. They also gave shots for reasons I do not know to this day. Now I live independently with the help of attendants who come to my home 2 times a day, morning and evening. I own my own home, and live with my roommate Bobby Simpson. I am very happy being free. I'd like to have HR 2020 passed so that people have more choices of where to live, instead of Nursing Homes, so that people can live in the community. Thank you for your support on HR 2020. Testimony HR 2020 I was 16 when I first went to Ridge Home, and through the years I lived in 5 different Nursing Homes, including a Nursing Home for children. In the Nursing Homes they WOULD NOT let me go outside. They told me that I could never move out because they said I needed a whole lot of care, and my family couldn't take care of me. I had NO wheelchair on my own now. For the last the last 22 years I have lived in my own apartment with attendants coming in and helping me. I can go anywhere I want to go in my wheelchair on my own now. Support HR 2020 so everyone make their own choices and live their own life.
